For statewide reports in season, the wildflower hotline pages at Texas Highways and the Lady Bird Johnson Wildflower Center are the gold standard.

Timing

What blooms when

Mid-March: first bluebonnets on warm south-facing slopes; redbuds and agarita already going.
Late March–mid-April (bluebonnet peak): bluebonnets at full tilt, joined by Indian paintbrush, primrose, and phlox — this is the window to plan around.
Late April–early May: bluebonnets fade as firewheel (Indian blanket), coreopsis, and winecup take over — often the most colorful mix, with thinner crowds.
June and beyond: sunflowers and horsemint along the roadsides as the season hands off to river season.

Every year is its own animal — fall rain, winter freezes, and spring heat can shift the peak by two weeks either way.

The drives

Willow City Loop (NE of Fredericksburg, ~1 hr from Kerrville) — the marquee Hill Country flower drive: 13 miles of ranch-country canyon that goes wall-to-wall blue in a good year. It's private ranch land on both sides — stay on the road, don't block gates, and expect slow weekend traffic at peak.
Highway 16, Kerrville → Fredericksburg — the home-team drive; roadside color most of the season with Hill Country views the whole way.
US 290 through Harper — big-sky ranchland framing long flower-lined fences; pairs naturally with a Harper stop and Fredericksburg wine country.
FM 1340, the Hunt river road — cypress, crossings, and spring color along the Guadalupe's North Fork; our favorite "flowers plus water" loop via Hunt and Ingram.
Backroads wildcard: FM 473 from Comfort toward Sisterdale — fewer cars, honest color, a winery or two.

Do it like a local

Picking bluebonnets isn't illegal — that's a beloved Texas myth. Trespassing and parking on the roadway are. Shoot from the public right-of-way and pull fully off the pavement.
Respect fences and gates everywhere — nearly every flower field you'll admire out here is somebody's working ranch.
Go weekday mornings at peak — soft light for photos, no traffic, and the flowers open with the sun.
Watch where you step and sit: spring is also snake and fire-ant season in tall grass.

The rest of the year

Spring flowers are act one. Summer is river season; fall brings the Arts & Crafts Fair, the triathlon, and hunting season's arrival in the western towns; winter means clear hiking weather and the Renaissance Festival. There's no off-season here — just different reasons to come.
